Ryan Tillman is a current Police Officer for the Chino Police Department as well as the CEO and founder of Breaking Barriers United LLC (BBU). Prior to Ryan’s career as a Police Officer, he was not a fan of Law Enforcement due to negative interactions with them as he was growing up. Called to the profession by God, Ryan began his professional career in 2013 by joining the Chino Police Department. Upon completing the Field Training Program, Ryan recognized the need for more transparency and dialogue between Law Enforcement and the community and therefore, created BBU. Since its inception, Ryan has changed the perception of many citizens, as well as Police Officers, throughout the world. Ryan has recently been promoted to the rank of Corporal and was reassigned to patrol after he had spent 2 years as a School Resource Officer. In regards to his business, Ryan speaks on a national level for both Law Enforcement and non-LE organizations. He has created afterschool programs that train and teach students about the profession of Law Enforcement and Career Development and he also has a podcast called “ITSNEEDED” which is currently downloaded in over 47 countries. He hosts the “ITSNEEDED” conferences that bring law enforcement and city officials together for common goals and is dedicated to changing the face of modern-day policing and won’t cease until his goal has been accomplished. Ryan lives in Southern California with his beautiful wife and 3 children.

Scholarship Recipients

Dr. Mildred Dalton Henry Scholarship is a $600 scholarship awarded to a graduate who has demonstrated positive leadership qualities, helped other students, and shown initiative and exemplary determination to succeed. Dr. Henry is the Founder of Provisional Educational Services, Inc. dba the PAL Center, was a full professor at California State University at San Bernardino, and is currently a Professor Emeritus.  Awarded to: Adriane Jones

Mrs. Pamela Hampton-Ross Scholarship is a $500 scholarship awarded to a graduating senior who pursues a career in some form of the medical field; who has been accepted into or enrolled in an accredited college or university; has demonstrated financial need; and has demonstrated leadership commitment through participation in community service, extracurricular activities or other activities that reflect leadership abilities. Mrs. Hampton-Ross, a victim of lupus, held degrees in Speech Therapy, and the Health Sciences, and was an entrepreneurial Rehabilitation Specialist. Awarded to: Adriane Jones

Dr. Ulysses Grant Dalton Scholarship is a $500 scholarship awarded to a graduate who enrolls in college and has demonstrated positive leadership qualities. Dr. Dalton was a Professor of Music and university band director for many years at AM & N College/University of Arkansas at Pine Bluff and Alcorn College Awarded to: Tamaje Smiler

Mrs. Virginia Mae Radden Scholarship is a $300 scholarship awarded to a graduating senior who will be pursuing a career in Technology or Vocational training. Mrs. Radden passed away at the age of forty-two from cancer. She loved to tinker with Technology, but due to her death, she was unable to pursue her love for Technology. Mrs. Radden is the mother of CEO/Coach Dwaine Radden, Sr. Awarded to: Carolina Santos Mora
